消費所得回転率

日本経済はコロナで落ち込んが消費回復のために消費政策を導入する。

1.　定義・・年金支給後の消費を起点に所得消費の循環を消費所得回転率と定義。

2.　仮定・・年金支給からスタートする消費がすべて所得に回り

（貯蓄や事業者利潤への漏れをゼロの場合）

さらに次の消費に回る経済活動をを1.0回転と仮定。

3.　分析・・GDPを回復させる効果は2か月ごとに約9兆円、

年間約55兆円（消費税の影響を除く）

4.　結論・・消費所得回転率を上げるとGDPを回復させる効果が大きい。

仮に貯蓄や事業者利潤への漏れが0.5(５０％)と想定しても

消費所得回転率が2.0の場合は約55兆円、GDPを回復させる効果は10％になる。

全要素生産性の向上が期待できる。

5.　長所・・所得税、消費税の歳入が増え政府自治体の公的債務の増加を

最小限にすることできる。消費所得回転率をあげていくことができれば、

コロナ前の経済規模の水準までの回復が早くなる。

6.　短所・・・年金受給者は現金支給を好む傾向にあり消費という経済活動が停滞している。

乱立する民間のキャッシュレス決済サービスを警戒し現金利用の割合が多い。

7.　課題解決・・・年金受給者にキャッシュレス決済を促す仕組みを整えるため

中央銀行デジタル通貨（CDBC)を普及させる。
